The National Knowledge Commission Online Contest Official Rules


1. Participation in the Contest (as defined below) shall be construed as acceptance of the Rules stipulated herein. Any breach or default by a participant of any of the Rules herein shall result in immediate disqualification without notice.
2. The Contest comprises three Categories (1, 2 and 3 as follows), in the manner defined by the National Knowledge Commission (NKC).
  2.1  Category 1: Debate (Video)
    2.1.1  The Topics for the Debate are:
      • India will realise its demographic dividend in the next 15 years.
      • Vocational education and training courses should be introduced in all schools.
    2.1.2 Only one entry per participant per Topic shall be accepted.
    2.1.3 The entry should be submitted by an individual. Group entries shall not be accepted.
    2.1.4 The length of the Debate video shall not be longer than 4 minutes
    2.1.5 It must be in a format acceptable by YouTube.com.
    2.1.6 The language of the Debate shall be English
  2.2  Category 2: Essay (Text)
    2.2.1 The Topics for the Essay are:
      •  How can India unleash its innovation and entrepreneurship potential?
      •  Expansion, excellence and inclusion – the three challenges of the Indian education system
    2.2.2  Only one entry per participant per Topic shall be accepted.
    2.2.3  The entry should be submitted by an individual. Group entries shall not be accepted.
    2.2.4  The length of the Essay shall not exceed 2000 words.
    2.2.5  The language of the Essay shall be English
  2.3  Category 3: Film (Video)
    2.3.1  The Film entry must be made on the following Topic:
        • How can I make a difference in transforming India?
    2.3.2  Only one entry per participant shall be accepted.
    2.3.3  The entry should be submitted by an individual. Group entries shall not be accepted.
    2.3.4  The length of the Film shall not be longer than 6 minutes.
    2.3.5  It must be in a format acceptable by YouTube.com.
    2.3.6  The language of the Film shall be English or Hindi.
3.  The Contest is open to all individuals, except those connected, directly or indirectly with the National Knowledge Commission in any capacity whatsoever. In particular, to illustrate, members, advisors, employees, interns, Working Group members and contractors of the National Knowledge Commission (including previous members, advisors, employees, interns, Working Group members and contractors) shall not be eligible to participate. Similarly, parents, siblings, children, spouses, and family members of each specified above will be ineligible to participate in this Contest.
4.  The Contest Period runs from 1 February 2009, 12:00:00 A.M. Indian Standard Time (IST) to 1 March 2009, 11:59:59 P.M. IST. Any entry sent before/after the Contest Period shall be ineligible for the Contest.
5.  To enter the Contest, visit the Contest website located at http://knowledgeportal.in/contests during the Contest Period, create a login id, enter your details in the enrolment form and follow the given instructions.
6.  In each Topic of every Category (Debate, Essay and Film), the following prizes will be awarded:
  6.1  First, second and third prize winner(s) will be given a certificate and a corresponding cash prize
  6.2  Prize Money for Debate*:
      •  First Prize: INR 15,000/-
      •  Second Prize: INR 10,000/-
      •  Third Prize: INR 7,000/-
* subject to tax as applicable under Indian laws.
  6.3  Prize Money for Essay*:
•  First Prize: INR 10,000/-
•  Second Prize: INR 7,000/-
•  Third Prize: INR 5,000/-
* subject to tax as applicable under Indian laws.
  6.4  Prize Money for Film*:
•  First Prize: INR 20,000/-
•  Second Prize: INR 15,000/-
•  Third Prize: INR 10,000/-
* subject to tax as applicable under Indian laws.
  6.5  The first, second and third prize winner(s) may be invited to the National Knowledge Commission to receive prizes from Mr. Sam Pitroda on a date to be decided by the National Knowledge Commission.
  6.6  Top twenty entries will be awarded certificate of appreciation.
  6.7  First 100 entries (subject to fulfillment of minimum quality criteria, as solely determined by the National Knowledge Commission) will be given participation certificates.
7.  The winner(s) will be selected by the National Knowledge Commission, based on a combination of criteria, including quality, originality, ratings received and/or number of views by the user community. The user community is defined as a person who has registered on YouTube.com or knowledgeportal.in/contests
8.  The names of the winner(s) will be published on or after the 10th March, 2009 on www.knowledgecommission.gov.in/contests. The winner(s) will also be notified by phone/ email, as applicable.
9.  The Contest entry must not be derogatory, offensive, threatening, or contain any content that is inappropriate or indecent, or that promotes hatred or harm against any group or person. It must not contain content, material or any element that is unlawful, or otherwise in violation of or contrary to all applicable central, state, or local laws and regulations.
10.  The Contest entry must not contain any content, material or element that displays any third party advertising, slogan, logo, trademark or otherwise indicates a sponsorship or endorsement by a third party/ commercial entity.
11.  The Contest entry must be an original, unpublished work that does not contain, incorporate or otherwise use any content, material or element that is owned by a third party or entity. It cannot contain any content, element, or material that violates a third party’s publicity, privacy or intellectual property rights.
12.  The entry will be deemed to be made by the person whose details are entered on http://knowledgeportal.in/contests at the time of registration, and the participant may be required to show proof of being the authorized account holder for the YouTube id entered on the NKC Contest registration page.
13.  In the event that less than a minimum number of entries in a given Topic, as determined by National Knowledge Commission, are received, no prize(s) will be awarded.
14.  The winner further agree that he/she shall not dispute the value, quality and content of the Prize so offered to the winner winning the Contest. In the event, the winner chooses not to accept the prize, he or she forfeits all claim to that prize.
15.  The winners will be solely responsible to make his/ her own travel arrangements to reach New Delhi for receiving the prizes. All the costs, charges and expenses in connection to the same shall be borne solely by the winner. The winner is responsible for any other expenses including accommodation, any other incidental travel cost not expressly stated above, including but not limited to, ground transportation, passenger tariffs or duties, surcharges, airport fees, service charges or facility charges, personal charges at lodging, security fees, or other expenses.
16.  The failure of the winner to arrive on schedule to receive the prize on the date designated by the National Knowledge Commission shall not obligate the National Knowledge Commission in any way to provide the winner with alternate arrangements.
17.  The participant agrees that the Intellectual Property Rights of the entry shall vest with the National Knowledge Commission. The National Knowledge Commission reserves the right to use the participant's entry without payment of any consideration.
18.  The participant agrees that personal data entered during the registration, (including name, mailing address, phone number, and email address) may be processed, stored, shared and otherwise used for the purposes and within the context of the Contest by the National Knowledge Commission. If a participant does not provide the required data at registration, that entry will be ineligible.
19.  The National Knowledge Commission has the right at any time to require proof of identity and/or eligibility. Failure to provide such proof within a reasonable time could result in disqualification from the Contest. All personal details and information requested by and supplied to the National Knowledge Commission by each participant must be truthful, accurate and in no way misleading. The National Knowledge Commission reserves the right to disqualify any participant from the Contest in its sole discretion, should the Contestant at any stage supply untruthful, inaccurate or misleading personal details and/or information.
20.  The National Knowledge Commission reserves the right, in its sole discretion, to disqualify any participant who submits an entry that does not meet the stated requirements. The National Knowledge Commission reserves the right to disqualify any participant from the Contest at any point, at the sole discretion of the National Knowledge Commission.
21.  The outcome of the Contest made by the National Knowledge Commission shall be final and binding and in no event shall any participant dispute the decision made by the National Knowledge Commission in connection with the award and/or otherwise, and no correspondence or communication shall be entertained in this regard.
22.  The National Knowledge Commission is not responsible for any malfunction of the entire Contest site or any late, lost, damaged, misdirected, incomplete, illegible, undeliverable, or destroyed entries due to system errors, failed, incomplete or garbled computer or other telecommunication transmission malfunctions, hardware or software failures of any kind, lost or unavailable network connections, typographical or system/human errors and failures, technical malfunction(s) of any telephone network or lines, cable connections, satellite transmissions, servers or providers, or computer equipment, traffic congestion on the Internet or at the Contest site, or any combination thereof, including other telecommunication, cable, digital or satellite malfunctions which may limit participant’s ability to participate.
23.  The participant of the Contest and the winner agrees that he/she shall hold harmless the National Knowledge Commission, its employees, officers or any other person in relation to any injury/damage/harm/loss suffered by him/her, in any manner, whatsoever in connection with the Contest and waives all rights to file in person/ through any family member and/or third party any applications, criminal and/or civil proceedings in any courts or forum in India against the National Knowledge Commission to claim any damages or relief or otherwise.
24.  The National Knowledge Commission reserves the right to withdraw the Contest at any time without giving any prior notice thereof.
25.  The National Knowledge Commission is not liable for the consequences of any Force Majeure event.
26.  The National Knowledge Commission reserves all rights to make prospective and/or retrospective amendments to the existing rules, at its sole discretion, without any prior notice.
27.  The Contest shall be governed by and construed in accordance with the laws of India and the jurisdiction of the courts in Delhi will apply exclusively.
